Winslow Subarea Plan Revisions on Council Agenda

The City Council's special business meeting on Tuesday, June 30, 2026, at 280 Madison Ave N focused on major updates to the island's planning documents. Regular Business included reviewing and approving revisions to the Winslow Subarea Plan and Ordinance No. 2026-04. The Council also discussed Ordinance No. 2026-05, implementing regulations for the updated Comprehensive Plan and Winslow Subarea Plan, and reviewed direction for a Land Capacity Analysis.

The Consent Agenda included revisions to the Comprehensive Plan. The Council considered approving updates to the Water Resources Element, Utilities Element, Capital Facilities Element, Land Use Element, and Housing Element for the final public hearing draft. The Planning Commission previously approved these elements: Water Resources on March 12, 2026; Utilities on February 26, 2026; and Capital Facilities on March 26, 2026. The Groundwater Management Plan, referenced in the Water Resources Element, was adopted by the City Council on June 23, 2026.

Regular Business also included the appointment of a Deputy Mayor from July 1, 2026, through December 31, 2026. The Council also considered appointing a City Council Member to the Kitsap County Capital Grant Recommendation Committee and confirming an appointment to the Race Equity Advisory Committee.
