Melanie Marie Keenan Honored for Water Resources Day

City Council met Tuesday, July 28, 2026, at Council Chambers on Madison Avenue and via Zoom. Council approved a proclamation declaring July 28, 2026, as Melanie Marie Keenan, Champion for Water Resources Day. A separate proclamation for National Night Out on August 4, 2026, was also presented.

Council approved the Winslow Water Tank Replacement Project Acceptance, marking its completion from January 2, 2024, to June 12, 2026. The final contract value for this project is $16,507,102.73.

Council authorized a construction contract for the 2026 Sidewalk Assessment and Repairs Project with Precision Concrete Cutting Inc. for $85,176.00, funded by the Streets Fund. A contract was also approved with George's Electric, Inc. for the Fletcher Bay Well Variable Frequency Drive and Remote Terminal Unit Replacement Project for $180,873.42, with an additional budget adjustment of $30,000 from the Water Fund.

In support of affordable housing, the City Manager was authorized to accept a $1,000,000 grant and a $582,000 grant amendment, both in partnership with Housing Resources Bainbridge (HRB). These funds, from the Washington State Department of Commerce Connecting Housing to Infrastructure Program (CHIP), will support utility improvements for the Finch Green Affordable Housing Project.

Council approved the Lodging Tax Advisory Committee’s (LTAC) Request for Proposal Process Criteria and Scoring Matrix, allocating $400,000 from the Civic Improvement Fund. The Human Services Funding Request for Proposal Process Criteria and Scoring Matrix was also approved, allocating $660,000 from the General Fund. A license agreement with the Young Women's Christian Association of Kitsap County (YWCA) was authorized to provide office space for community support services within the Ted Spearman Justice Center.

A joint public hearing was held with the Department of Commerce regarding the City's progress in meeting the Housing Accountability Act. Council also authorized the City Manager to sign the Wintergreen Phase 2 Multifamily Tax Exemption Contract and confirmed an appointment to the Planning Commission. Councilmember Mathews requested adding a discussion of Kitsap Public Utilities District’s Proposed Intertie in Fort Ward to a future Council agenda. The meeting adjourned after Council announcements.
