LMN Models Show Comp Plan Housing Shortfalls
The City Council met Tuesday, September 1, 2026, to discuss the Comprehensive Plan and Winslow Subarea Plan Update. Consultant LMN presented two Land Capacity Analysis (LCA) models defining the City's growth pattern until 2044. While the February LCA met overall targets, it potentially lacked adequate affordable housing provisions. The July LCA, incorporating Council recommendations, did not meet residential growth targets required by the Growth Management Act and the Housing Accountability Act. The Council is determining new modeling assumptions to meet housing and affordable housing targets. A final decision is expected at a future meeting.
