Fantroy-Johnson Requests Needs Assessment Presentation

At its Tuesday, July 14, 2026, meeting, Councilmember Brenda Fantroy-Johnson requested a future agenda presentation on the Community Needs Assessment. During the meeting, held at Council Chambers, 280 Madison Ave N, and remotely on Zoom, the council also proclaimed July 2026 as Disability Pride Month.

The council approved its consent agenda, authorizing the Interim City Manager to sign the Second Amended and Restated Commercial Lease Agreement with the Bainbridge Island Farmers' Market Association. This updated agreement allows non-profits and the City of Bainbridge Island to have booths at the Farmers' Market, specifying rent of $1.00 per year.

The consent agenda also authorized the Interim City Manager to purchase the Giant Pacific Octopus sculpture for $5,000.00 from the Public Art Subfund. Created by Steve Nagode from recycled bicycle parts, the sculpture won the Something New people's choice awards. The Public Art Subfund currently holds $200,000 in unencumbered funds. Additionally, the appointment of Phil Olbrechts of Olbrechts and Associates as the City's Hearing Examiner for a two-year term was confirmed. Olbrechts has served as the City's Hearing Examiner for the past two years and has over 30 years of experience.

The consent agenda also included accounts payable, payroll, and meeting minutes from executive sessions and regular business meetings held on June 18, June 23, and June 30.

In other business, the council scheduled a joint public hearing with the Department of Commerce for July 28, 2026, to address the City's progress towards meeting the Housing Accountability Act. Also forwarded for approval at the July 28 Regular Business Meeting were the Lodging Tax Advisory Committee's (LTAC) Request for Proposal Process Criteria and Scoring Matrix for $400,000 from the Civic Improvement Fund, and the Human Services Funding Request for Proposal Process Criteria and Scoring Matrix for $660,000 from the General Fund. The council also endorsed legislative priorities for the 2027 105-day Legislative Session in Olympia and approved the City Manager Employment Agreement.
