Emily Terrell, Henry Hash Named Interim Directors
The City welcomes Emily Terrell as Interim Planning and Community Development Director and Henry Hash as Interim Public Works Director. Recruitment for permanent Director roles will begin following the selection of the next City Manager.
Emily Terrell brings extensive planning experience from Washington State. She served as an in-house planning director and consulting planning department for several cities. Her experience includes serving as a Pro Tem Hearing Examiner, authoring Comprehensive Plans, and developing development code updates. Terrell has provided planning and hearing examiner services for over four dozen municipal entities across twelve Western Washington counties. She previously ran a planning research center and taught master’s level planning courses for Clemson University. For about a decade, Terrell was Education Chair of the Planning Association of Washington, where she created the Planner’s Skills Camps conference tract. She also frequently contributed to the Department of Commerce's Short Course on Local Planning, taught Ethics in Planning, Code Writing, Code Enforcement for Building Officials, and presented to the State Legislature.
Henry Hash joins the City as a seasoned public works director with more than 35 years of leadership experience. His career includes serving cities and counties, several in Washington State, successfully leading full-service public works departments of various sizes. Known for his collaborative leadership and strong interpersonal skills, Hash built lasting relationships with community members, elected officials, staff, contractors, and other key stakeholders. He completed his education in Massachusetts, holding a Bachelor of Science degree in Civil Engineering, a Master of Science degree in Public Administration, and a Master of Science degree in Management. Hash also holds a Professional Engineer (PE) license in Arizona and earned numerous job-related certificates.
