Council Studies Winslow Plan Housing Targets

On Tuesday, September 1, 2026, the City Council held a study session at 280 Madison Ave N to discuss updates to the Comprehensive Plan and Winslow Subarea Plan; no formal vote was taken. Council reviewed zoning code changes and land capacity analysis models aimed at meeting housing and employment targets through 2044. Consultant LMN reported July recommendations did not satisfy residential growth targets. This prompted the council to forward discussion of new modeling assumptions to a future meeting for a final decision.
