Council Awards Annual Roads Contract to Agate Asphalt

City Council met Tuesday, June 23, 2026, at the Council Chambers on 280 Madison Ave N.

A key action was authorizing a $726,488.00 construction contract with New Line Services Inc, dba Agate Asphalt, for the 2026 Annual Roads Project. The project includes island-wide asphalt repairs: pulverizing, grading, and repaving existing road surfaces. Work locations include Ralston Road (from Henderson Road to Silven Avenue), Bucsit Lane (from Wardwell Road to ROW end), Country Club Road (from Upper Farms Road to Gate), Yeomalt Place (full roadway), and New Brooklyn Road (from Madison Avenue to North Town Drive). Miller Road, Ferncliff Road, and Upper Farms Road will also see restoration. Six bids were received June 3, 2026, for the project, with an engineer's estimate of $885,000.

Under the Consent Agenda, council adopted Ordinance No. 2026-07, revising the City's 2026 Budget and updating the 2025-2030 Capital Improvement Plan. It amends the 2026 budget by $729,000 across all funds. Routine approvals included accounts payable, payroll, and minutes from the Special City Council Business Meeting on June 16, 2026. Council also canceled the July 7 and August 4 Study Sessions due to community events.

Council considered adopting the Groundwater Management Plan. Developed since 2022 with EA Engineering and Keta Waters, LP, the plan aims to understand and manage the island's groundwater resources. It emphasizes water conservation, enhanced storm and surface water management, and evaluating production wells. The plan indicates no current groundwater crisis, with the island's water supply secure for a 20-year planning horizon given responsible management. It also outlines actions for a 50-year horizon to mitigate future impacts and restore wetlands and streams.

Council also confirmed appointments to advisory committees, including the Climate Change Advisory Committee, Design Review Board, Environmental Technical Advisory Committee, Ethics Board, Planning Commission, Race Equity Advisory Committee, and the Utility Advisory Committee.
