Comprehensive Plan Update Drives Council Discussion

On Tuesday, September 1, 2026, the City Council held a study session to discuss updates to the Comprehensive Plan and Winslow Subarea Plan (via CivicClerk). They reviewed February and July Land Capacity Analysis models, which test zoning assumptions for housing and employment targets through 2044. The July model did not satisfy state-required residential growth targets.
