Carley Construction Selected for BISCC Redevelopment

The City Council on Tuesday, June 9, 2026, concurred with the 90% design of the Bainbridge Island Senior/Community Center Redevelopment Project and selected Carley Construction as the contractor (via CivicClerk). This action, part of the consent agenda, follows a May 19, 2026, study session where the council forwarded the design and contractor selection for approval. The project involves BISCC developing plans and raising funds for a new center, which the City will own and maintain after construction, with BISCC offering services from the new facility (via CivicClerk).

During the meeting at 280 Madison Ave N, the Council approved several other consent agenda items. These included authorizing the Interim City Manager to execute the Woodward Middle School 120kW PV System Project Acceptance, a 120kW solar photovoltaic system installed in accordance with an interlocal agreement with BISD 303 (via CivicClerk). The Council also authorized the Interim City Manager to execute a purchase order for a Public Works office trailer of $200,000 and approved a related budget adjustment of $80,000 (via CivicClerk). Additionally, the Interim City Manager was authorized to enter into a purchase agreement for three Suzuki Outboard Engines and installation on the Police Boat for $98,259.92 (via CivicClerk). The Council also approved revisions to the Introduction, Cultural, Human Services, Environmental, and Economic Elements of the Comprehensive Plan, and considered the Draft Utilities and Capital Facilities Elements (via CivicClerk). Proclamations were presented for Juneteenth and LGBTQI+ Month, and "Storybook Ending" by Moira McDonald was announced as the Bainbridge Island Reads book for summer and fall 2026 (via CivicClerk). Councilmember Mathews requested adding a presentation from the Kitsap Public Health District on Kratom to a future meeting (via CivicClerk).

Separately, the Planning Commission met on Thursday, June 11, 2026, and recommended approval of the Wing Point Golf and Country Club Pro Shop project Site Plan and Design Review and Minor Conditional application to the Planning Director (via CivicClerk). The project, located at 811 Cherry Avenue NE, includes constructing a new 4,000 square foot pro shop, demolishing two storage buildings, adding a 1,000 square foot freestanding canopy at the driving range, reconfiguring the northernmost parking area for a net gain of six spaces (including two EVSE spaces), and constructing a new 5-foot sidewalk along Cherry Avenue (via CivicClerk).
