BISD Board Weighs RIF, Three Union Contracts

At the Bainbridge Island School District board meeting on Monday, June 9, Chief Financial Officer Kim Knight recommended Resolution 05-25-26, a Reduction in Force (RIF) for 2026-2027 classified staff. The RIF proposes a minor reduction in paraprofessional hours by eliminating an unutilized crossing guard position, plus six Technology Department positions, one of which will be left unfilled through attrition. Knight stated, "This difficult but necessary measure is required to ensure long-term financial stability while maintaining our core commitment to student needs."

Superintendent Amii Thompson presented the two-year Bainbridge Island Education Association (BIEA) Collective Bargaining Agreement, ratified by 96% of its participating members. It includes compensation adjustments of Implicit Price Deflator (IPD) plus 1.5% for Year 1 and IPD plus 1.0% for Year 2, compensating educators for no IPD adjustment in the 2025-26 school year. The agreement also clarifies August compensation for part-time employees, adjusts the ALE caseload to 1:35, codifies Multilingual Coordinator (ELL) and interventionist caseloads at 1:50, and revises K-6 planning time.

Thompson also presented the three-year Bainbridge Island Principals' Association Collective Bargaining Agreement. It includes compensation adjustments of IPD plus 0.5% for Year 1, and IPD plus 1.0% for Years 2 and 3, addressing the lack of an IPD adjustment in 2025-26. This agreement includes a new salary schedule for principals and associate principals, plus an additional vacation day for principals for the 2026-27, 2027-28, and 2028-29 contract years. CFO Kim Knight recommended the three-year Bainbridge Extracurricular Coaches Association (BECA) Collective Bargaining Agreement, which includes a consistent 1.5% increase to base salaries each year. It also addresses extended season and out-of-season compensation through reconfigured training stipends.

Director of Facilities, Operations, and Capital Projects Dane Fenwick recommended awarding a contract for District-wide LED Retrofits Bid Package 2 to D&S Electrical Contractors Inc. for $703,000.00 plus WSST of $64,676.00, totaling $767,676.00. The project covers the Administration, Maintenance, Transportation, Bainbridge High School, Commodore Options School, and Halilts Elementary School buildings. Superintendent Amii Thompson also recommended approving the revised 2026-2027 calendar, which replaces 90-minute early-release Mondays with three half-day and five full-day release Mondays.

The board considered electing a Legislative Representative for a two-year term. The board also accepted several donations via its consent agenda, including $1,053.12 from the Sakai PTO for field trip support and classroom supplies, a Nikon Eclipse E400 professional microscope valued at $15,000.00 from Kathleen Walsh to Bainbridge High School, $1,600.00 from the Ordway PTO for library books at Ordway Elementary School, and $2,653.27 from the Blakely PTO for recess equipment, field trip support, and library books at Blakely Elementary School.
