BISD Awards LED Lighting Contract, Approves Three CBAs

The Bainbridge Island School District board considered awarding a contract for district-wide LED retrofits on June 9, 2026, to D&S Electrical Contractors Inc. for $703,000.00 plus $64,676.00 in WSST, totaling $767,676.00. Dane Fenwick, Director of Facilities, Operations, and Capital Projects, recommended the award to the Clarkston, Washington-based company, the lowest bidder. Mathews Electrical Corporation bid $728,755.00, and Lumenal Lighting Company bid $766,374.00. The project covers the Administration, Maintenance, Transportation, Bainbridge High School, Commodore Options School, and Halilts Elementary School Buildings.

The board also took up Resolution 05-25-26, authorizing a Reduction in Force for classified staff for the 2026-2027 fiscal year. Chief Financial Officer Kim Knight submitted the resolution to Superintendent Amii Thompson, stating, "This difficult but necessary measure is required to ensure long-term financial stability while maintaining our core commitment to student needs." The reduction includes a minor cut in paraprofessional hours, eliminating an unutilized crossing guard position, and eliminating 6 positions in the Technology Department, with one left unfilled through attrition.

Superintendent Amii Thompson presented three collective bargaining agreements for approval, all ratified by their memberships. The Bainbridge Island Education Association (BIEA) agreement is a two-year contract with compensation adjustments of Implicit Price Deflator (IPD) + 1.5% for Year 1 and IPD + 1.0% for Year 2, addressing a prior year's lack of IPD adjustment. It also adjusts the ALE caseload to 1:35 and sets K-6 planning time at 50 continuous minutes.

The Bainbridge Island Principals' Association agreement is a three-year contract, with compensation adjustments of IPD + 0.5% for Year 1, IPD + 1.0% for Year 2, and IPD + 1.0% for Year 3, also making up for a previous lack of IPD adjustment. Principals will receive one additional vacation day for three contract years.

The Bainbridge Extracurricular Association (BECA) agreement is a three-year contract with a consistent 1.5% increase to base salaries each year. This agreement includes reconfigured training stipends for off-season strength and conditioning supervision.

The board also considered a revised 2026-2027 calendar, changing from 90-minute early-release Mondays to a schedule of three half-day and five full release days, all on Mondays. Donations accepted included $1,053.12 for Sakai Intermediate School from the Sakai PTO, a Nikon Eclipse E400 professional microscope valued at $15,000.00 for BHS from Kathleen Walsh, $1,600.00 for Ordway Elementary School from the Ordway PTO, and $2,653.27 for Blakely Elementary School from the Blakely PTO. The board also took action to elect a Legislative Representative for a two-year term.
