Bainbridge Releases FY2025 Resident-Centric Report

The City of Bainbridge Island has released its Fiscal Year 2025 Resident-Centric Report, providing islanders an overview of accomplishments, financial performance, and strategic priorities. Prepared in accordance with AGA Citizen-Centric Reporting standards, the report informs residents about governance and accountability.

The four-page document highlights progress across City Council's priority areas: affordable housing, communications, city planning, climate action, equity, transportation, and groundwater management. It also details how City resources are invested to deliver essential public services and support the island's long-term vision.

Key accomplishments include advancing affordable housing through a development agreement with LIHI and the approval of Kitsap Regional Coordinating Council's pre-approved accessory dwelling unit program. The City also improved public access to services with website enhancements and processed a record 1,026 public records requests.

Bainbridge Island received recognition as a Bicycle Friendly Community and entered a long-term agreement to preserve the historic SuyeMatsu Farm site. The City earned Tree City USA designation for the 20th consecutive year, advancing climate initiatives such as transportation planning, clean energy projects, and waste reduction education.

Infrastructure improvements included the completion of the $3.4 million Cooper Creek fish passage project, increased stormwater infrastructure inspections, and significant storm debris removal after severe weather events. The City also approved the Americans with Disabilities Act (ADA) Transition Plan and expanded community engagement opportunities focused on inclusion and equity.

Property taxes and sales taxes remained the primary sources of General Fund revenue in Fiscal Year 2025. These funds supported essential services including public safety, emergency response, municipal court operations, infrastructure, and day-to-day government functions. Strong local tax collections helped maintain critical services and invest in community priorities.

Looking ahead, the City will continue to advance affordable housing initiatives, implement the Comprehensive Plan, invest in transportation and infrastructure, protect groundwater resources, enhance digital services, and carry forward its Climate Action Plan. The report also acknowledges ongoing challenges such as economic uncertainty, infrastructure needs, environmental resilience, and housing affordability.
